A master communicator, Bob is highly experienced in briefing the President, Cabinet Members, Congress, and key stakeholders on critical domestic issues of national significance. He combines strategic vision with exceptional team-building skills, all while maintaining membership in the Maryland Bar Association and drawing from a distinguished career in the U.S. Navy.

Bob is a seasoned leader in managing complex and dynamic workforces, drawing from his experience as Chief Human Capital Officer for both NASA and the Department of Energy. Most notably, Bob led NASA’s $4 billion mission support enterprise, overseeing a matrix organization workforce of over 12,000 employees and driving innovation and operational excellence on an unparalleled scale.

Owner Marianne Gibbs

Marianne brings over 30 years of expertise in analytics, management, and leadership. Her career began in quality assurance at an environmental engineering firm, where she developed a strong foundation in precision and problem-solving. She later transitioned to business process reengineering and IT, driving innovative solutions to complex challenges.

At Mathematica Policy Research, Marianne excelled as a senior programmer and analyst, steadily advancing into roles of greater responsibility and leadership. Her career then took her to the U.S. Department of Labor, where she played a pivotal role in designing and managing a groundbreaking multi-agency electronic government system.

Marianne holds a B.S. in Statistics with minors in Computer Science and Mathematics from SUNY Oneonta. She further deepened her expertise with graduate coursework in Applied Statistics at Stevens Institute of Technology and earned certifications in information security and program management, showcasing her commitment to continuous growth and excellence.
